Ex-Venezuelan General Surrenders to U.S. After Drug Indictment

BOGOTÁ, Colombia—Retired Venezuelan Gen. Cliver Alcalá turned himself in to the U.S. counternarcotics authorities Friday, a day right after U.S. prosecutors indicted him and other Venezuelan officers, together with President Nicolás Maduro, on drug-trafficking fees, according to 4 people today acquainted with the issue.
